Who regulates open banking in the UK?

Summary

Open banking in the UK is overseen by the FCA and the CMA; the Open Banking Implementation Entity (OBIE) was responsible for the technical standard.

Direct answer

Open banking in the UK is regulated and overseen by the Financial Conduct Authority (FCA) and the Competition and Markets Authority (CMA). The FCA authorizes or registers payment service providers, including AISPs and PISPs that use open banking APIs. The CMA’s retail banking market order required the nine largest banks to implement open banking and established the Open Banking Implementation Entity (OBIE) to develop and maintain the UK Open Banking Standard.

The OBIE (now transitioning to the Open Banking Limited entity) has been responsible for the technical standards, security, and directory used by UK account providers and TPPs. Day-to-day supervision of TPPs and enforcement sit with the FCA. The Open Banking Tracker lists the UK under Open Banking Regulations with links to the FCA and CMA.
