Overview

The Central Bank of Armenia (CBA) supervises banks and payment service providers under the Law on Payment and Settlement Systems and Payment and Settlement Organisations and the Law on Banks and Banking. Licensed banks offer account and payment services; non-bank payment institutions include money transfer and processing/clearing entities. Open banking and third-party API access are not yet mandated. The CBA joined the Global Financial Innovation Network (GFIN) in July 2025 to develop fintech and regulatory sandbox capacity, supporting future open banking and open finance initiatives.
