About CBA
The Central Bank of Armenia (CBA) is the primary financial regulatory authority in Armenia responsible for overseeing open banking and financial services. As a National Competent Authority (NCA), CBA ensures that banks and third-party providers comply with open banking regulations, protecting consumers while fostering innovation in financial services.
SCA Update: The Central Bank of Armenia (CBA) is the national financial regulator responsible for monetary policy, banking supervision, and payment systems. Armenia's payment and settlement framework is governed by the Law on Payment and Settlement Systems and Payment and Settlement Organisations; the CBA licenses banks and non-bank payment institutions (money transfer and processing/clearing). Open banking and open finance are in early development: the CBA joined the Global Financial Innovation Network (GFIN) in July 2025 to support fintech innovation, regulatory sandboxes, and cross-border cooperation. Licensed banks and payment service providers are listed on the CBA website.
